CPPC POLICY FRAMEWORK, 202

A Clear, Evidence-Based Agenda for Patient Access

Three priorities. One point of view. Built for policymakers, stakeholders, and anyone who shapes how patients access the medical technologies they depend on.

WHAT IS THE POLICY FRAMEWORK?

The Intellectual Backbone of CPPC's Advocacy

The CPPC Policy Framework is a principled, evidence-based document that defines our coalition's position on the policies that govern patient access to medical technology. It is not a political document. It is a policy document.

The framework is designed to guide advocacy, inform regulatory engagement, and give policymakers a clear, credible reference for evidence-based decision-making.

AT A GLANCE

Three Priorities. One Clear Point of View.

01

Preserving Patient Access

Eliminating unnecessary barriers between patients and the devices and diagnostics they need.

02

Evidence-Based Regulation

Regulatory approaches grounded in scientific evidence and clinical data, not politics.

03

Strengthening the Ecosystem

Policies that fuel innovation, domestic manufacturing, and 3M+ American jobs across all 50 states.

Our Three Strategic Priorities

Each priority is drawn directly from the CPPC Policy Framework. Download the full document for complete context, supporting rationale, and policy recommendations.
1

PRIORITY ONE

Preserving Patient Access to Medical Technology

Patient access to innovative medical technology is essential for improving health outcomes, enabling early disease detection, and empowering individuals to take control of their health.

We support policies that eliminate unnecessary barriers between patients and the medical devices and diagnostics they need, while maintaining pathways that bring both innovative and established technologies to those who rely on them.

Delaying or restricting access means missing critical opportunities for early detection, prevention, and treatment that could significantly improve patient health and outcomes.

KEY POINTS

  • Remove unnecessary barriers to device and diagnostic access
  • Support pathways for both innovative and established technologies
  • Prioritize early detection and prevention opportunities
  • Empower patients to take control of their own health
2

PRIORITY TWO

Promoting Evidence-Based, Balanced Regulation

Regulatory approaches at federal and state levels should prioritize patient safety through rigorous standards while avoiding duplication and unnecessary barriers that delay or needlessly restrict access.

All decision-making should be grounded in scientific evidence and clinical data rather than political considerations or unsubstantiated concerns.

Appropriate regulation helps ensure patients can access safe, effective technologies in a timely manner and avoids choking off innovation and adoption of new technologies.

KEY POINTS

  • Rigorous safety standards without unnecessary duplication
  • Science and clinical data over political considerations
  • Timely, consistent regulatory processes at all levels
  • Preserve space for innovation and new technology adoption
3

PRIORITY THREE

Strengthening the Medical Technology Ecosystem

Protecting patient access to medical technology includes ensuring a healthy, thriving medical technology ecosystem that continually delivers innovations to patients. The industry supports more than 3 million jobs across all 50 states.

Policies aimed at strengthening this vital ecosystem, such as reasonable tax policies, adequate infrastructure, and streamlined processes, are essential for ensuring patient access to current and future technologies.

We also support efforts to address workforce shortages, supply chain vulnerabilities, and regulatory inefficiencies that can enhance industry’s ability to develop and manufacture the technologies patients depend on.

KEY POINTS

  • Reasonable tax policy and infrastructure investment
  • Domestic manufacturing growth and U.S. leadership
  • Address workforce shortages and supply chain vulnerabilities
  • Reduce regulatory inefficiencies that slow development
